Joint Communique Issued by the End of Visit of Dr. Hamdouk to Juba

– A joint communique was issued on Saturday by the end of the visit of the Prime Minister, Dr. Abdalla Hamdouk, and the accompanying delegation to Juba, the capital of South Sudan.

The communique indicated that the visit came in the context of the continuous consultation between the leaderships of the two brotherly countries and focused on the:

the issues related to the peace process in South Sudan,,The bilateral relations between the two countries and the peace process in Sudan and regional issues.

The communique stated that the Prime Minister Dr. Abdalla Hamduok, held extensive meetings with the President of the Republic of South Sudan, Salva Kiir Mayardit, the First Vice President, Dr. Riek Machar, and the Vice Presidents, Hussein Abdul-Baqi, Taban Deng, and Rebecca Mbior, separately.

According to the agreement, the two sides have affirmed Sudan’s role as IGAD Chair, in the Revitalized Peace Process in South Sudan and the role of regional guarantors, explaining that the two sides engaged in discussing the difficulties facing the implementation of the Revitalized South Sudan Peace Agreement (R-ARCSS), and agreed to continue dialogues until a positive outcome is finally reached.

The joint communique indicated that the two sides engaged in intense meetings and frank discussions in all aspects and fields of cooperation, and that the talks were held in a positive atmosphere supported by a strong political will, which enabled both sides to reach agreements in the following:-

1-Reviewing and following up the implementation of all the cooperation agreements by the Ministries of Foreign Affairs of the two countries, according to a road map with a known time range.

2-The opening of four border crossings: Al-Jabalain-Al-Renk, Al-Mairam-Aweil, Buram-Timsah, and Kharasana-Banquij, provided that the official opening in Jabalain will be on October 1st, 2021 by the two parties.

3-Continuing to discuss the trade agreements, the economic free zone and the traffic arrangements.

4-Resumption of the movement of goods and passengers through land transport, river transport, and railways.

5-Removing all the barriers facing the banking dealings and opening bank branches for each country in the other.

6-Mapping out a joint strategy in the fields of oil and gas.

7-Establishing mechanisms for the follow up, coordination and cooperation to achieve the optimum use of productive resources in the oil and gas sectors.

8-Resumption of the technical cooperation between the Ministries of Foreign Affairs in the two countries and training of diplomats of South Sudan at the Diplomatic Studies Centre of Sudan Foreign Ministry.

9-Agreement of the two sides to convening the joint political and security mechanism during September 4 – 5, 2021 in Juba.

10-Strengthening the cooperation in the security and intelligence fields for the interest of the two countries.

The two sides also stressed the need to continue the role of the Republic of South Sudan as a guarantor of the Juba Peace Agreement (JPA), and affirmed their commitment to work together to support and facilitate the implementation of the peace agreement, and to urge the non-signatories to engage in the peace process.

The joint communique stated that the two sides discussed the current regional situation, and affirmed their commitment to the regional peace and stability, adding that they also stressed the role of IGAD in ensuring regional cooperation and boosting the joint efforts to confront the current challenges facing the region, and In this context, the Prime Minister met the IGAD ambassadors accredited to the Republic of South Sudan.

The communique pointed out that the Prime Minister of Sudan and President of IGAD, Dr. Abdalla Hamdouk, expressed his gratitude and appreciation to the people and government of the Republic of South Sudan for the warm reception to him and his accompanying delegation.

According to the communique, the two sides stressed the importance of the strategic relations between the two countries, stating that the two countries, together, can achieve peace and development in the regional level.
